We spent decades preparing to fight the Second World War again and we piled up over-priced fighter planes, flawed tanks, bulky battle ships, and antiquated aircraft carriers that now rust away in silence. But the next world war, and more critically, the next civil war, are shaping up to be fundamentally different in nature, if not in motivation.
